The President of the FMCI had the pleasure of participating in the proceedings of the 31st Annual FIDIC Africa Conference, organized under the auspices of the International Federation of Consulting Engineers (FIDIC) and held in Accra, Ghana. The conference brought together representatives from the majority of African countries to discuss critical topics such as infrastructure, resilience, the green and digital transitions, and many other issues highly relevant to the challenges faced by the various regions of our beloved continent. The discussions were constructive, insightful, and cordial, reflecting the ambition and commitment of the participating delegations. The President of the FMCI was honored to be unanimously elected as a member of the Executive Committee (EXCO) of FIDIC Africa, which is composed of the President, the President-Elect, the Immediate Past President, and the chairs of the statutory committees. He will have the pleasure of chairing the Communication and Partnerships Committee. Furthermore, Morocco will host the 34th edition of the FIDIC Africa Conference in May 2029, a milestone event that will coincide with the final stages of the major development projects and programs being implemented in preparation for the 2030 FIFA World Cup.

The President of the FMCI, together with several members of the Board of Directors of the Moroccan Federation of Consulting and Engineering (FMCI) and numerous participants, had the honor of attending the event organized by the Ministry of Equipment and Water and the Ministry of Transport and Logistics on the 2026 investment projects program, which represents a financial envelope exceeding MAD 74 billion, allocated across various sectors including dams, roads, railways, ports, airports, and other public infrastructure projects. As customary, he delivered a speech on behalf of the consulting and engineering profession, emphasizing the importance of involving this strategic and cross-cutting activity throughout all stages of project development—from planning and programming, to design, implementation monitoring, and evaluation. He particularly highlighted the role of regional representations and engineering firms that provide local expertise and support tailored to the specific needs and characteristics of each region. He also stressed the progress made in developing the mechanisms of the IPA Continuing Education Academy and the various professional and specialized academies, which are now awaiting the activation of the support mechanisms provided for under the program contract signed with the Government in 2018. In addition, the Federation’s representative in the Laâyoune-Sakia El Hamra Region actively contributed to enriching the discussions and exchanges during the roundtable sessions that followed the official opening ceremony and the study day.

Optimal management of public procurement contracts for conflict prevention

The President of the FMCI had the honor of participating in the symposium organized by the Ministry of Equipment and Water on the optimal management of public procurement contracts for conflict prevention, chaired by Mr. Nizar Baraka, in the presence of representatives from the Supreme Council of the Judiciary, the Supreme Audit Institution, the National Public Procurement Commission, the Kingdom’s Treasury, the Ministry of Justice, and several senior officials from both the public and private sectors. The President of the FMCI was also pleased to deliver a presentation on the Dispute Avoidance and Adjudication Board (DAAB) approach, highlighting it as an effective, proactive, preventive, and flexible mechanism with a strong international reputation and widespread adoption for the prevention and resolution of contractual disputes.

As a member of the Board of Directors of ASMEX (the Moroccan Exporters Confederation) and President of the Moroccan Federation of Consulting and Engineering (FMCI), the President of the FMCI was delighted to attend the first day of the second edition of the African Professional Union – ZLECAF Forum. The opening session was chaired by Mr. Ryad Mezzour, Minister of Industry and Trade, who also moderated the first panel alongside Mr. Mehdi Tazi, Vice President General of the CGEM. A highly structured keynote address, rich in practical recommendations, was delivered by Mr. Hassan Sentissi, President of ASMEX. A second high-level panel brought together several ministers from across the African continent and was concluded by the Secretary General of the African Professional Union – AfCFTA, followed by closing remarks from Mr. Omar Hjira, Secretary of State for Foreign Trade. Throughout the various discussions and presentations, particular emphasis was placed on: • The importance of confidence in the capabilities and potential of the African continent; • The need to strengthen intra-African synergies and partnerships; • The essential role of relevant standards, regulations, and certification frameworks; • The contribution of engineering expertise and best practices to sustainable development; • The importance of support mechanisms backed by innovative and tailored guarantee schemes to facilitate investment, trade, and economic integration. The Moroccan Federation of Consulting and Engineering (FMCI) had the honor and privilege of actively participating in the conferences of the scientific program, which focused on safety, risk prevention, technological innovation, and digital transformation. By combining technical excellence, creativity, and a strong safety culture, the exhibition contributes to strengthening the foundations of a sustainable industrial sovereignty, capable of enhancing the competitiveness, resilience, and value creation of the metallurgical, mechanical, and electromechanical industries (IMME). The official opening ceremony of the exhibition, chaired by Mr. Ryad Mezzour, Minister of Industry and Trade, was marked by insightful and strategic speeches delivered by the Minister and the President of the FIMME (Federation of Metallurgical, Mechanical and Electromechanical Industries). The ceremony was followed by the signing of a cooperation agreement between the Moroccan Federation of Consulting and Engineering (FMCI) and the FIMME. The President of the FMCI had the pleasure of attending the first day of the SISTEP Subcontracting and Partnership Exhibition, organized by our partner, the FIMME (Federation of Metallurgical, Mechanical and Electromechanical Industries). The scientific program of the event was co-hosted by our Federation, the FMCI, which will also take this opportunity to sign a cooperation agreement with FIMME and its ecosystem. The discussions held during the first day were highly insightful, featuring valuable exchanges of practical experiences and reflections on the roles and responsibilities of the various stakeholders within the industrial ecosystem. Engineering, as a key driver and enabler of the trio “Performance, Innovation, and Safety,” was strongly represented through the participation of FMCI members in the different panels of the scientific program. The President of the FMCI had the honor and pleasure of leading a delegation of members of the Board of Directors of the Moroccan Federation of Consulting and Engineering (FMCI) during a strategic meeting granted by Mr. Ryad Mezzour, Minister of Industry and Trade, in Rabat. Also in attendance were the Minister’s close collaborators, including the Director General of Industry. Following a brief presentation on Moroccan engineering capabilities, based on a sectoral study conducted under the leadership of the Federation, a fruitful discussion was held with the Minister and his team on opportunities to further develop national engineering expertise in support of industrial production and related activities, while engaging all components of the consulting and engineering ecosystem. Made in Morocco, alignment with the dynamic development underway in Morocco, innovation, and international outreach were among the key themes that shaped the discussions. These topics will be explored further within the framework of the joint MIC/FMCI committee, co-chaired by the Director General of Industry and the President of the FMCI.

Digital AECO Africa Summit 2025, held at the Technopark of Casablanca

The President of the FMCI was delighted to participate in the Digital AECO Africa Summit 2025, held at the Technopark of Casablanca. The event was organized by Smart Building Morocco in partnership with the Moroccan Federation of Consulting and Engineering (FMCI) and all the professionals of the AECO ecosystem, including the FNBTP, ONIGT, and CNOA Morocco, under the patronage of the Ministry of Equipment and Water. In his opening remarks, which he had the pleasure of delivering, he recalled the origins of the initiative, starting with the creation in October 2024 of the first core group that gave rise to the AECO Collective, which remains open to other professionals such as the FIMME (Federation of Metallurgical, Mechanical and Electromechanical Industries), the FMC, as well as public and private stakeholders including Al Omrane, the National Agency for Public Facilities (ANEP), and the FNPI Morocco. He also emphasized the importance of training and knowledge-sharing among participants from diverse backgrounds, fostering collective thinking and synergy, in line with the approach adopted by the IPA Academy of the Moroccan Federation of Consulting and Engineering. He further highlighted the structuring role of the regulatory framework, including the Public Procurement Decree, the General Administrative Clauses (CCAG), authorization procedures, and standardization—particularly ISO 19650 for Open BIM—which promotes better data management, traceability, and effective coordination. And finally, he concluded by highlighting the collective’s continental dimension, a process that has already been initiated by the Moroccan Federation of Consulting and Engineering (FMCI) through its engagement within FIDIC Africa.

The Président of the FMCI had the pleasure of presiding over the opening and closing ceremonies of the Training and Exchange Days held in Casablanca, focused on: ? “Investigation of Fire Causes and Circumstances” These sessions were organized by the IPA Academy of the Moroccan Federation of Consulting and Engineering (FMCI), in partnership with the North African Center for Risk Management and Sustainability (CNAPP). These days form part of a broader program by the Academy aimed at enhancing skills and fostering innovation among the employees of consulting and engineering firms (BCIs) that are members of the Federation, as well as among those from organizations and companies within related ecosystems. The diversity of participants from various backgrounds enriched the discussions and helped disseminate best practices interactively among all stakeholders in the value chain, while also promoting a better understanding of interfaces and interactions between them. This was further confirmed by the participants’ feedback following the session evaluation. A heartfelt thank you goes to the session facilitator, the renowned expert Philippe FESAIX, whose expertise, teaching approach, and above all his active listening and interaction with participants contributed greatly to the success of the session. Thanks are also extended to all participants for their dedication and valuable contributions to the discussions, and to Khalid MISSAOUI and Raja Ricouch for ensuring the high quality of the session’s organization. The President of the FMCI was pleased to take part in the discussions at the buildingSMART International Morocco event, where he was able to witness the growing interest among stakeholders and decision-makers in the ecosystem regarding the use of digital tools in projects. He extends his congratulations to the organizers, particularly: Dr. Youssef E. Najib Adouane as well as to Autodesk for its support of the event. He also noted the strong enthusiasm of participants for new collaborative approaches and for the emergence of collective initiatives such as the one launched by the Moroccan Federation of Consulting and Engineering (FMCI) in partnership with the FNBTP, bringing together key stakeholders in the construction process, including CNOA Morocco, ONIGT, and many other players within the ecosystem. As a member of the Board of Directors of the National Agency for Public Facilities (ANEP), the President of the FMCI had the pleasure of participating in the proceedings of the 8th session of the Agency’s Board of Directors, held at the headquarters of the Ministry of Equipment and Water, under the chairmanship of the Minister of Equipment and Water. It should be recalled that ANEP, within the framework of specific agreements, acts as a delegated project owner for the implementation of public facilities projects, as well as for the management of the State’s real estate assets and the maintenance of public buildings on behalf of public contracting authorities. The Agency also works to promote energy efficiency, the use of local materials, and renewable energies in the building sector, while contributing to environmental protection. On behalf of the Moroccan Federation of Consulting and Engineering (FMCI), the President congratulated the Agency’s management on the results achieved and recommended alignment with the 2026 version of the ISO 9001 standard, which would further strengthen and confirm the Agency’s commitment to the long-term sustainability of public infrastructure, beyond the immediate constraints of project delivery schedules. He also highlighted the importance of enhancing the competitiveness and digitalization of the supply chain and of the broader “Act of Building” ecosystem, in order to support continuous improvement and sustainable development across the sector.

Participation of the President of the FMCI in the Scientific and Technical Conference on Project and Portfolio Management Effectiveness The President of the FMCI participated in the Scientific and Technical Conference on Project and Portfolio Management Effectiveness. The event provided an opportunity to exchange experiences and insights with experts from the Project Management Institute (PMI), as well as with a number of distinguished national experts and senior officials. This seminar took place at a time when Morocco is engaged in an ambitious program of major strategic projects linked to several key priorities and development plans, including industrial, environmental, social, energy, and sports-related initiatives. On the sidelines of the seminar, the President of the FMCI also held a working meeting with representatives of PMI Middle East, North Africa & Asia (PMI MENA & Asia). The meeting resulted in the launch of a roadmap for cooperation in the fields of training and certification with the IPA Academy of the Moroccan Federation of Consulting and Engineering (FMCI), as well as the development of pilot projects within the AECO Consortium, which brings together key stakeholders in the construction sector: FMCI, FNBTP, CNOA, ONIGT, and Smart Building Morocco. The President of the FMCI would like to thank the organizers, with special appreciation to Ms. Sarah Chetti, President of the PMI Morocco Chapter, whose efforts contributed greatly to the success of this edition, and to Mr. Hani El Shazly, President of PMI Middle East and North Africa.

The fifth meeting of the Steering Committee

The fifth meeting of the Steering Committee for the implementation of the contractual program linking the Federation of Consulting and Engineering (FMCI) and the National Federation of Construction (FNBTP) with the government, in effect since 2018 and renewed in 2022, was held recently. The meeting was chaired by Mr. Nizar Baraka, Minister of Equipment and Water, acting on behalf of the Prime Minister, and brought together senior representatives of the ten signatory ministerial departments. Also in attendance were the consulting office in charge of monitoring the implementation of the PMO and the members of the FMCI Board of Directors. This meeting served as an opportunity to review the progress of the institutional workshops related to consulting, engineering, contracting, and mutual commitments with the government, as well as to discuss ways to accelerate these initiatives and support professionals, so that the national objectives set can be achieved in view of the expected future benefits.

During this meeting, measures were taken to ensure:
@ The further development of the activities of the regional and sectoral associations of the Federation and in particular with the advent of new representations such as the regional association of Dakhla Oued Eddahab and the two new sectoral associations for management and certification.

The Ordinary General Assembly of the Moroccan Federation of Consulting and Engineering "FMCI", which was held in Rabat, unanimously elected Mr. Nabil BENAZZOUZ President of the Federation, in accordance with the statutes, for a period of four years. .
During the work of this general assembly, to which the members were convened, reading was given to the moral and financial reports, before opening a debate on the orientations that the Federation can adopt in order to continue, enrich and support the sheet route approved by an integrated and efficient work team alongside the members of the board of directors made up of the presidents of regional and sectoral associations and colleges of professions and specialties. .
The participants unanimously expressed their satisfaction with the results obtained thanks to the work of the outgoing team, and welcomed the positive results presented, before unanimously approving the moral and financial reports. .
The participants in the election process led by a commission chaired by the dean of the members present and conducted in accordance with the statutes of the FMCI amended on June 02, 2022 and the rules of procedure, voted unanimously for a list of ten members led by Mr. Nabil BENAZZOUZ.

In accordance with the regulations in force, the statutes and internal regulations of the FMCI, the members of the Federation held an Ordinary General Meeting "AGO" in Rabat. The AGO unanimously approved the outgoing Bureau's moral and financial report while thanking it for the efforts made to implement the ambitious action plan announced since December 10, 2016 and to strengthen the role and position of the FMCI as an essential institutional interlocutor for public authorities and the entire ecosystem.
